Here is the most current verbiage from the California DMV website (8-12-2020).
Your vehicle does not need a smog inspection if your:

- Gasoline-powered vehicle is a 1975 year model or older (This includes motorcycles and trailers.)
- Diesel-powered vehicle is a 1997 and older year model OR with a Gross Vehicle Weight of more than 14,000 pounds.
- Powered by natural gas and weighs more than 14,000 pounds.
- An electric vehicle.
- Gasoline-powered and less than four model years old.

Yes, this is an extremely old thread and the 30 year rolling exemption doesn’t apply anymore.
It is important to note that tampering with emissions equipment is illegal everywhere...not just CA. It’s just not really enforced anywhere outside of gross examples (i.e. Diesel Brothers) or emission checks.

Yeah...talk about throwback threads!
Cowl induction (metal ring and rubber seal) is not a smog system. It also included the hood design, solenoid at rear of hood, none of which was intended to fit a holley. The L88s used it as well...performance system.

My understanding for California. In the 1990's and early 2000's, your California car was exempt from smog regulations if it was more than 30 years old. In 2006, Governor Swartznegger signed off on a new California law that would forever require cars made after 1976 to meet their original smog requirements. This has really crippled Corvettes made in the latter 1970's and 1980's because of their very low HP engines.
If your Corvette was made before 1992, made in 1992?, you can now buy a modern technology high HP engine from GM's Performance Parts catalog that is smog legal in California and I assume anywhere. This is a great deal. I think they are 400+ hp. Breath new life into those low HP late 1970 and 1980 Corvettes.
