Guys i did it. I took my cracked top to a guy that does liners and rag tops and had him wrap that top on a canvas. he drilled into my top and sanded it to stop the crack, then removed the hardware and wrapped the top in a off brown canvas and put the hardware back on and a roof liner. So its an actual targa top with a real canvas wrap that can handle rain, highway speed, etc. The cost was under $300, and it looks great. I wanted a lighter color but he said i'd have problems keeping it clean.

Hi 06_LT1,
I was reading your post on the targa top for the c4 corvette and I would like to do the same thing on my 96 coupe, if I understood correctly you can remove the canvas w/o removing the frame? do you have any more pics?

No, you do actually need to remove the frame to take the canvas off - without the canvas wrapping around the frame, it would definitely rip free of the snaps and velcro at speed.
My wife now has a new hotness sewing machine, so I'm going to see what would be involved with making the panel removable without taking the top off. I still love the idea, but this iteration of the execution isn't perfect.
My C4 is so much more rigid and quiet with the frame in - I definitely want to keep some variation of this setup going.
