Rotten floor board by the spare tire

Just picked my 89 corvette from the repair shop. The spare tire was installed upside down and the spare tire area filled up with rain water. The shop owner told me the area above the spare tire was all rotten out..
Did anyone else encounter this problem and what part is required to repair this.. The shop guy put in a piece of wood to seal it in again as a temporary measure....

The gas tank and the last 6 inches or so of the rear storage compartment floor is above the spare tire. There is also a boxed piece of sheet metal that the hinges of the forward part of the spare tire tub attach to and also holds pieces of the wire rope that holds the bottom of the gas tank.
The body material is fiberglass back there. So what "rotted"? Can you post some pics of this area?? I could see rusting of the steel pieces but not any rotting of the fiberglass. The spare tire is supposed to be laid in the tray face down. There should be a spring and a J-hook steel rod that holds the tire in place. Some years of C4's also had the jack sitting in the spare wheel and that was in a protective bag and held in place by that spring.
There really isn't any good way for the spare tire tub to get a lot of water in there if any at all. If the tub is correctly in place (the J-hook on each side of the tub is on the upper notches and the latch is tightened up on the bolt) there really is no way for water to get in there from the bottom. The top edge of the tub is at the top of the frame rails, and the spare tire sits against that boxed section.

the spare tire tub is also open so if any water gets in the there it will drain out.

Thanks. I need to see underneath to see what really is going on...but it is 20 degrees out.. Will check when weather is a little warmer..I have a feeling it could be the bolt attachment pieces that may be rusted..
