My old 2000 FRC with Cartek heads/cam would shoot flames on decel. Basically just need a tune where you run a little rich on decel as AU N EGL said. You also need no cats and a straight through style muffler, I had Borla Stingers. I also had TPIS headers with an x-pipe replacing the cats, and a factory H-pipe at the rear, so maybe that had something to do with it. All I know is if I lifted off the throttle above 4000rpms, I'd get some nice 1-3 foot blue flames and LOUD pops from my exhaust. I REALLY miss that with my current Z06.
Oh, and I NEVER had any issues with my bumper melting from this after about 40k miles and 3 years of driving like this.

i remember when i was a kid about 16, 17 yrs old young dumb and full of c*m i wanted to do the same thing to my mustang. of course i never did but i remeber someone saying to me you could electric tape two 9 volt batteries to the exhaust tips and fire would shoot out. I also use to pour bleach on my tires so i could make sick burnouts in front of the high school to be kewl. now after paying 1500 bucks for tires i cant believe how dumb i was. Had lots of fun though!!!

I thought these forums are for sharing ideas, knowledge and experience? Having fun with our cars, not putting people down for their inquiries and likes. I think shooting flames would be very cool and fun. If anyone has any knowledge of how to do this to your vette, I would like to hear about it. I'm all about shooting flames out of my C8. If something melts, so be it and weld on some metal plates...whatever it takes! LOL Shooting flames when revving would be cool. I heard best way to do that is a tune and high octane fuel?
