Yup! Same experience here with our new Z. Wish I could retro-fit the Infotainment System from our 2020 HTC. That's really out of the question. Welcome to the world of subscription features and entertainment. It's the only thing I don't like about our Z.

I am very surprised that the screen is actually smaller then my 22 as far as the info part of the screen.

Repeat: cell service not required for GPS navigation functionality, just like your phone. But accurately displaying the map might be a challenge if it hasn't downloaded them.

I believe what is being said is..... There is no longer NAVIGATION resident in the 2024 and beyond Corvettes. If you want to display maps / navigation on the screen you have to do it through your phone or a subscription service.
For me that sucks.... I always liked to drive around with the map on my screen. I can't do that on our new Z without having the phone on or a subscription based connection.... Pretty bad for a $160,000 car!

Google Maps is real navigation on the 24, it supports offline navigation and maps.
Look at page 126 of your owners manual for info about how to enable auto download, and also for how to manually select maps to download.
You can connect to your homes WiFi to speed up the process of downloading, or use the onstar data connection if you pay for it. Connecting to WiFi is available in connection settings (pg 142 of the user manual).

The cell service is there for updated maps as they're pulled live. It's also there for updated speed limits. The car has a GPS, and the system knows where it is (just like your phone does) but it may have trouble displaying that if it hasn't downloaded a set of maps in a while.
Repeat: cell service not required for GPS navigation functionality, just like your phone. But accurately displaying the map might be a challenge if it hasn't downloaded them.

In the owners manual.
The GPS is used for many things beside navigation, including the front lift, OnStar location, and others.
You can download offline maps just like your old nav had but more up to date by following the instructions you’ll find in the post I made above.
