Default Fiberglass Bumps - Header Bar 69

My 69 has bumps in the surface above the front header bar.
The rivet heads have rusted and swelled up causing the bumps.
Does anyone know how to fix this?
I would assume the rivets have to be removed through holes in the surface and then repair the holes. Is this the best approach??
