For $500, GM wants my C8 for 4 weeks and up to 150 miles.
Huge pass, no way I can go 4 weeks without my car.

Yeah, a program targeted at someone in a Malibu who thinks "Wow, I can drive a new car for 30 days and they'll pay my lease payment this month. This is my lucky day!".
Not going to work at the Corvette owner level.

Why don’t they just use Spystar to tell them how the car is running? The “emissions test” for state inspection is done my plugging into the car? If the car has the data why do they need to take physical possession? Are they saying the onboard diagnostics don’t work?

I did it with my C6 since it needed a steering rack [old one had a minor leak] which was on backorder and predicted to be in-stock a month and a half later. The car would be sitting in my garage waiting for the part so instead I put it to good use. They picked up the car for research on a dyno, dropped off a loaded Camaro and a week later returned the car after being detailed. They paid me about $1,000 and everyone was happy.

You're missing the point. To validate that typical cars are "within spec" you test random cars that are owned by a party not affiliated with the company whose product is being tested. If you tested cars provided by the company that is being examined, they could have conceivably been tampered with to achieve the desired results. Can you say VW diesel-gate?
